All CEE/SEE, CIS and selected Middle East countries. Authored booklet examining regulatory knowledge transfer and assessment of association’s activities. Conducted 35 interviews with leading regulatory thinkers, conducted survey.
11/2010 – 4/2011 Researcher, European Southern Corridor Survey, Limax Energy Consulting. Conducted an online survey of energy professionals to assess the perspectives and motivations of various pipeline projects and impact on security of supply.
10/2008 – 10/2011 Researcher, Pathways for Carbon Transitions, European Commission. European Union. Responsible for creating risk governance assessment for implementing low carbon technologies. Conducted 34 interviews and provided input to modelling exercise.
1/2009 – 12/2009 Project sub-coordinator, Study On Methodologies for Gas Transmission Network Tariffs and Gas Balancing Fees in Europe, European Commission Directorate-General Energy and Transport. Czech Republic, Hungary, Romania and Slovakia. Responsible for coordinating consultants in four countries and with lead consulting company.
5/2008 – 2/2009 Researcher, Electricity Post-Privatization: Initial Lessons Learned in South East Europe, United States Agency for International Development and National Association of Regulatory Utility Commissioners. Bulgaria, Macedonia and Romania. Arranged 27 in-country interviews to identify problematic issues experienced after privatization. Recommended ways to mitigate problems in future privatizations.
4/2008 – 7/2008 Consultant and project leader, Market Modeling and Market Analysis of Hungary and Romania, private client. Analyzed regulations, legislations and generation markets. Coordinated report development with main contractor and research staff.
10/2007 – 12/2007 Researcher, Southeast European Market Monitoring Project, United States Agency for International Development and National Association of Regulatory Utility Commissioners. Albania, Croatia, Bosnia-Herzegovina, Bulgaria, Hungary, Macedonia, Montenegro, Romania and Serbia. Identified barriers to electricity cross border trade. Conducted interviews and provided recommendations to reduce cross-border electricity trading barriers. Presented results to meeting of national TSOs, regulators and international institutions.
5/2007 – 9/2007 Editor and co-author, Regulating our Energy Supply: A prime objective in serving our people, INOGATE Training Manual, INOGATE Programme, European Commission, Brussels. Created training booklet for high level staff in energy regulatory agencies and ministries in the Commonwealth of Independent States. Students rated the course material 94% essential and 100% related to the topic.
10/2006 Organizer and moderator, Future of Nuclear Power in Central Eastern Europe Conference, Pacs Nuclear Power Plant, Hungary. Determined key discussion topics, identified and invited professional speakers. Moderated sessions.
6/2005 – 9/2006 Researcher, Central Eastern European Energy Market Project, Hungarian energy companies. Austria, Croatia, Czech Republic, Hungary, Romania, Slovakia and Slovenia. Identified energy market barriers in CEE region through questionnaire and 24 in-country interviews.
